Medida 311. Diversification into non-agricultural activities

Contemplated actions: The measure provides for the implementation of initiatives aimed at diversification of the sector & nbsp; agriculture and towards non-agricultural activities, inside or outside of the family farm, which & nbsp; pursue multifunctionality of the sector through the implementation of:

  • Agrotourism initiatives
  • Tourist and leisure facilities
  • Education and training services
  • Services marketing of local products (gastronomy: wine, oil, hunting, mycology, & nbsp; ecological, etc; craft) FOCAL
  • Complementary tourist activities on the holding (equipment rental, hiking, & nbsp; equestrian tourism ..)

- Geographical Area:

  • Areas of action of the Rural Development GroupsTowns of 10,000 inhabitants and no major centers of municipalities with more than 10,000 inhabitants.
  • Municipalities between 10,000 and 30,000 inhabitants (in the main population center only transactions that create at least 3 jobs full time and indefinitely for women, youth and disabled are allowed).
  • Excludes municipalities with more than 30,000 inhabitants.

-Beneficiaries:

  • Members of the household of the farm (according to the definition in Art. 35 of EC Regulation 1974/2006, through the Rural Development Groups).

-Aid intensity:

  • Up to 40% of the total cost, including for the principle of rurality (Measure 413) section.

- Other Requirements:

 

  • Membership of the owner of an agricultural operation in the Social Security system will be required for a minimum period of 12 months during the last five years (REA, agricultural RETA, or equivalent). In the case of first installation of young farmers a minimum period of 12 months will be required for installation.
  • Marketing services should focus primarily on the own products of the territory in which the Group of Rural Development, and include at least:
    • 50% of the supply of regional
    • 25% of the supply of products not included in Annex I to the Treaty

 

Medida 312. Aid for the Creation and Development of Micro

- Contemplated actionss:

The operations financed under this measure requires conducting an investment be framed in one of the following categories:

  • Creating microenterprises: give rise at the beginning of a productive activity. Job creation is required.
  • Modernization of microenterprises: represent an increase of production, diversification of production and / or production activities, an environmental benefit, improving accessibility through improved production process, through the acquisition of equipment with advanced technology or the introduction of new technologies. Creation or consolidation of jobs is required.
  • Moving to rural micro world involves moving the facilities from towns with more than 10,000 inhabitants to less population centers. Job creation is required.

  • Development of innovative products is an investment for the development of an innovative product. Creation or consolidation of jobs is required.

- Beneficiaries:

Entrepreneurs that set up a small business and entrepreneurs with an already established company seeking to modernize, move to rural areas, or adapt it to new regulations through the Rural Development Groups.

    • Annual turnover (or annual balance sheet) less than or equal to 2,000,000 Euros

Medida 313. Development of Tourist Activities

- Contemplated actions:

  • Creation and improvement of infrastructure and small-scale tourist facilities, such as information offices, tourist sites and signaling resources and improved access.
  • Recreational infrastructure such as that offering access to natural and housing areas.
  • Marketing and promotion of tourism services and activities.
  • Implementation of new initiatives and differentiated tourism products that contribute to the specialization and improvement of tourism in rural areas (cottages, shelters, unique routes, ecotourism, hunting tourism ...).

  • Use of new technologies for dissemination and promotion of tourism

Areas of action of the Rural Development Groups

    • Towns of 10,000 inhabitants and no major centers of municipalities with more than 10,000 inhabitants.
    • Municipalities between 10,000 and 30,000 inhabitants: only non-productive operations that respond to initiatives promotion, marketing, signage and tourist dissemination, affecting most of the territory's performance and operations that create at least 3 jobs full time and indefinitely for women, youth and disabled.
    • Excludes municipalities with more than 30,000 inhabitants.

- Beneficiaries:Natural or legal persons of private nature which are to develop a tourism people.

  • Government or private non-profit, regional or local presence to launch a project and initiative related to tourism or tourism development of endogenous resources and potential of the territory, through the Rural Development Groups.
  • Regional public sector entities which are to develop tourism.

 

 

  • Aid intensity:Up to 100% of the total cost, including the corresponding section at the beginning of rurality (Measure 413), if the investment is non-productive.
  • The development of tourism productive activities will be financed up to 40% of the total cost, including the corresponding section at the beginning of rurality (Measure 413).
  • Submeasure 313.3. Development of hunting tourism.
    • Actions envisaged
      • Creation, improvement and conservation of the habitats where they live game species.
      • Improved infrastructure necessary to promote rural tourism hunting character.
      • Marketing and promotion of tourist services and activities of hunting character.
      • Editing hunting tourism promotion material.

Medida 321. Basic Services for the Economy and Rural Population

- Contemplated actions:

  • The actions referred to are:onstruction, adaptation, improvement and renovation of buildings, infrastructure and equipment aimed at providing small-scale services in the areas of health, social welfare, education, culture, new technologies, leisure, etc.
  • Adaptation and improvement of related infrastructure improved access, road communication and signaling municipalities.
  • Labor and business services fixed or itinerant guidance to encourage new employment and diversify the economy.
  • Creation and provision of facilities geared to the provision of services such as industrial land, lighting, sanitation, etc.

Areas of action of the Rural Development Groups. Typology of rural areas will be used to
achieve greater effectiveness in the implementation of this measure:

  • The actions will target revitalize rural areas, buffer zones and municipalities of 10,000 inhabitants in peri-urban areas as well as the districts of municipalities with more than 10,000 inhabitants.
  • Infrastructure, equipment and local services will have priority projects to be implemented in municipalities of up to 2,000 inhabitants.
  • The main centers of municipalities with more than 10,000 inhabitants may only participate in projects affecting the entire territory of action, as well as in projects, regardless of their level of involvement, to create a minimum of 3 jobs full time and indefinite for women, youth and disabled.

They excluded the main centers of the largest municipalities of 30,000 inhabitants.

  • Beneficiarios:
    • Administraciones públicas o entidades privadas sin ánimo de lucro, de implantación local o comarcal que promuevan iniciativas dirigidas a satisfacer servicios básicos para la población y promuevan la iniciativa empresarial, a través de los Grupos de Desarrollo Rural.
    • Entidades del sector público empresarial que promuevan iniciativas dirigidas a satisfacer servicios básicos para la población o promover la iniciativa empresarial.
    • Personas físicas o jurídicas de carácter privado que vayan a desarrollar una actividad relacionada con la prestación de servicios básicos para la economía o la población rural.

- Aid intensity:
Eligible costs are:

  • Construction, adaptation, improvement and renovation of buildings and infrastructure facilities. Up to 100% of the eligible cost of the investment, including the corresponding section at the beginning of rurality (Measure 413)
  • Services to small-scale (local) or regional: 100% of the eligible cost of the investment, including the corresponding section at the beginning of rurality (measure 413) and wage costs (including wages before taxes and social security costs) for the first year recruitment. Wage costs are limited to 30,000 euros per worker hired, and the contract will have a duration of two years.

In the case of productive investments, aid is limited only to 40% of eligible investment costs.

 

Medida 322. Renovation and Development of Rural Areas

- Contemplated actions:

 

  • Environmental improvements in parks, sustainable gardens, etc., in the center town
  • Building renovation and beautification of municipalities in general.

 

- Geographical Area:

  • Territory of action of Rural Development Groups.
  • Municipalities exceeding 10,000 inhabitants may benefit only from projects affecting the entire territory of action, ie, operations of these municipalities that intend to undertake individually will not be accepted.
  • They excluded the main centers of the largest municipalities of 30,000 inhabitants.

- Beneficiaries:

Public entities, individuals or legal entities of private character who undertake actions in terms of renovation and development of villages through the Rural Development Groups (LEADER approach).

- Types of actionInvestment local administrations:

  • Environmental improvements in parks and gardens and sustainable greenways.
  • Building renovation and beautification of municipalities in general
  • Rehabilitation of buildings included in the Catalogue of Cultural Interest by private developers.

 

- Aid intensity:

  • Local government investment as core sections of population:Up to 2,000 people:
    • Up to 100% of the eligible cost of the investment.
    • Up to 5,000 people: Up to 90% of eligible investment costs.
    • Up to 10,000 people: Up to 80% of eligible investment costs.
    • More than 10,000 people: Up to 70% of eligible investment costs.
  • Rehabilitation of buildings included in the list of Cultural Interest by private developers: Up to 40% of eligible investment costs, with a limit of 200,000 euros every three años.

Maintenance costs can not be financed under this measure.

Medida 323.Preservation and Enhancement of Rural Heritage

-Contemplated actions:

  • •Within the LEADER approach (Submeasure 323.1)Historical-Artistic:
    • In general, the actions of recovery and improvement of economic resources will be aimed at goods and cataloged cultural resources or special interest. The remaining actions should be explicitly incorporated into the strategy of rural development groups.
    • Cultural heritage studies and research relating to the maintenance, restoration and enhancement of heritage, such as the cultural features of villages and the rural landscape are contemplated. Municipal archaeological writing letters is also contemplated.
    • Natural Heritage:Environmental improvements:
      • traditional landscapes, elimination of environmental impact.
      • Environmental awareness activities. Environmental education facilities.
      • Investments related to maintenance, restoration and upgrading of the natural heritage.

-Geographical Area:

  • Submeasure 323.1:
    • Territory of action of Rural Development Groups for all actions contemplated in this measure.
    • Municipalities exceeding 10,000 inhabitants may benefit only from projects that affect the territory in which the Group, ie, operations of these municipalities that intend to undertake individually will not be accepted.

Public entities, natural or legal persons who undertake private actions on rural heritage, through the Rural Development Groups.

In the area of actions in the public domain, may be beneficiaries of this aid the entities and / or managers of public lands.

    • Former staff costs (wages, food, accommodation anddisplacement)
    • Unamortized consumables.
    • Amortization, rent and leasing of equipment and buildings used for advocacy. The expenses that exceed a certain performance are recognized in the operation by applying the rule "pro rata"

 

Medida 331.Training and Information

- Contemplated actions:

 

  • Qualify promoters and entrepreneurs in the various areas of business management from a multi-sectoral perspective.
  • Training in the use and applications of new information technologies and communication.
  • Providing communication skills and motivation.

 

In response to the needs arising from the implementation of county strategies include:

  • Conferences, seminars, forums and conferences to facilitate the exchange of information and deepen areas of interest for the actors involved in developing the strategy.
  • Training courses and / or performance of knowledge, primarily targeting women and youth.
  • Distance learning.
  • Training offers tailored to the needs of the area of intervention: for example on traditional rural skills, so their loss.

  • Training staff associations local or regional presence in matters related to their activity.
  • Training women and youth residing in the territory of operation of the Rural Development Groups.
  • Information socio-economic actors of the territory of operation of the Rural Development Groups.
  • Occupational and continuing training in the field of Axis 3, addressed to unemployed personnel training in the list of activities covered by the Public Employment Service of Castilla La Mancha, where the population center not have approved the SEPECAM center.

  • Agricultural training
